Colleen Finkl is one of Primera’s program management experts with strong communication and strategic planning skills – often considered a “champion of change management.” She enjoys using her skills in new and creative ways. As she explains, “No two projects are alike, which keeps things interesting. As each project varies from another, I’m consistently challenged to be innovative in my approach.” Her expertise is the result of more than 15 years of program and project management experience in local, federal, and private sector environments, with cumulative project responsibilities totaling over $2.5 billion.
Colleen studied political science at Lake Forest College before beginning a successful career with the government. She got her start in program management working at FEMA where she eventually led national efforts to enhance programmatic efficacy and fiscal responsibility without impacting the Agency’s ability to provide holistic services to its clients. In her time there, she managed multiple billion-dollar grants and programs and conducted numerous post-disaster gap analyses, that were ultimately utilized by the President of the United States. On the lookout for new challenges after 15 years of working for government agencies, she saw Primera as an opportunity to apply her skillset to a new industry. Since joining in 2015, she’s been leading a program management effort in support of a 17-team project with a major utility, leveraging new technology and community involvement and outreach to implement a suite of connected, cutting-edge, and sustainable pilot projects.
When she’s not keeping million-and-even-billion-dollar programs on track, she likes to stay active. Whether running, camping, gardening, traveling, or searching for new music and concert venues, she’s not likely to stay still for long. A huge fan of dogs, she also considers herself a whiskey and beer enthusiast.
