Primera is proud to announce that we have been selected to lead the Construction Inspection team for the Indiana Department of Transportation’s (INDOT) 80/94 FlexRoad project. The project, currently in the preconstruction phase, aims to improve traffic flow and safety along the state’s busiest interstate corridor. Selected directly by INDOT, Primera will work with the designated designer, Parsons, and construction contractor, Superior, along with our construction team, RQAW | DCCM, Ciorba Group, AES Indiana and Etica Group, to finalize the design as part of the Construction Manager General Contractor (CMGC) agreement. FlexRoad marks INDOT’s second time using the CMGC delivery method, which fosters industry collaboration, streamlines processes, and enhances project productivity.

FlexRoad plans to improve the safety and efficiency of the existing corridor, also known as the Borman Expressway, through the application of Transportation Systems Management and Operations (TSMO) strategies. This 14-mile segment spans from the I-65 and I-80/94 interchange in Indiana to the I-80/94 and IL-394 interchange in Illinois. Planned improvements include the installation of overhead gantries equipped with dynamic signage and high-resolution cameras, fiber optic system upgrades, dynamic lane management and major concrete pavement restoration. The project team is currently in the process of determining the initial pricing estimate. Construction is projected to begin in Fall 2025 and expected to take 3-4 years to complete.
