Primera, in collaboration with other consultants, is providing construction management services for the Chicago Department of Water Management’s (CDWM) expansive Capital Improvement Program. This multiyear effort focuses on the transmission and distribution of water infrastructure across the City of Chicago, with work targeting the replacement of approximately 20 miles of water main and 8 miles of sewer main each year. A major component of the program includes replacing lead water services from the water main to homes and businesses, supporting the City’s commitment to improving water quality and public health.
Primera supports the program through all phases of delivery, beginning with preconstruction activities that help set projects up for success. This work includes constructability and submittal reviews, documenting existing site conditions, establishing project records, and leading preconstruction meetings. The team also plays a key role in public outreach, coordinating directly with residents and businesses to obtain right‑of‑entry approvals and keep stakeholders informed as work moves forward.
In the construction phase, Primera oversees and documents daily activities to ensure compliance with CDWM, the Chicago Department of Transportation (CDOT), and Illinois Environmental Protection Agency (IEPA) requirements. The team performs traffic control inspections, conducts safety reviews, and monitors field operations to confirm adherence to approved plans while minimizing impacts to surrounding neighborhoods.
Following construction, Primera manages project closeout by compiling warranties and guarantees, submitting final documentation, and supporting a smooth transition to completed infrastructure. Through consistent coordination, thorough documentation, and hands‑on oversight, Primera helps advance one of the City’s most critical infrastructure programs while delivering work that benefits communities across Chicago.
