Primera provided technical planning and engineering support for the Phase I–II study along Harrison Avenue from Kishwaukee Street in Rockford, Illinois. Working as a subconsultant to the Illinois Department of Transportation (IDOT), the team evaluated roadway and shared‑use path geometry and assessed existing corridor lighting to support future improvements.
Primera analyzed current illumination conditions using city‑provided luminaire data and developed conceptual lighting plans that identified fixture layouts, service locations, and coordination needs. The work also included documenting existing conditions and coordinating closely with IDOT, the City of Rockford, and the broader consultant team to ensure technical findings aligned with project goals.
Public involvement efforts supported the technical work and included a project website, a virtual public meeting, and clear, accessible materials to share findings and gather feedback. Throughout the project, Primera maintained consistent communication and documentation to keep stakeholders informed and aligned.
