Joe oversees project delivery, technical quality, and team performance within our Utilities division. He guides projects from proposal development through construction completion, ensures our engineering standards are upheld, and supports his team so work is delivered efficiently and consistently for our clients. As Joe shares, “I’m passionate about building a collaborative team that enjoys the work we do, while creating an environment focused on continual growth.” He brings a hands‑on leadership style, prioritizing collaboration, development, and preparing his team for long‑term success.
Joe earned his Bachelor of Science degree in electrical engineering and his Master of Science degree in engineering management from Widener University before joining Primera in 2016. He began his career with internships at Philadelphia‑area electric utilities, later moving into consulting roles supporting nuclear facilities and oil and gas refineries. These experiences helped him build a strong foundation in large‑scale power systems and field safety. Today, he excels in electric distribution engineering, project management, and utility infrastructure work.
Outside of work, Joe spends most of his time with his wife, Caitie, their two sons, and their dogs, Moose and Maui. He enjoys traveling to the beach, being outdoors, and staying active. An avid athlete, Joe plays in men’s league ice hockey tournaments throughout the year and fits in plenty of golf whenever he can. He also remains closely connected to his community through his children’s school, neighborhood activities, and local charity walks.
