Primera provided professional planning and preliminary engineering services for the Sauk Village LogistiCenter, supporting the evaluation and development of rail and roadway access to the site. The project scope included rail, roadway, and drainage planning, as well as Phase I environmental and geotechnical investigations to inform future development.
Given the complexity of the surrounding infrastructure, coordination was a key component of the effort. Canadian National Railroad (CNRR) controls the adjacent railroad facilities and rail spurs, while the Cook County Department of Transportation and Highways (CCDOTH) led engineering efforts to evaluate additional rail and roadway access alternatives serving the site. Primera’s design work included structural inspections and reporting, bridge type, size, and location (TS&L) plans, bridge load ratings, and the development of superstructure and substructure plans. Additional tasks included deck drainage calculations and reports, utility coordination, and agency coordination with IDOT, CCDOTH, MWRD, and CNRR.
To support project implementation, Primera prepared a Transportation Management Plan (TMP), maintenance‑of‑traffic plans incorporating temporary traffic signals, lighting analysis and plans, erosion control plans, and all related materials required to complete the construction contract plans, specifications, and estimates (PS&Es). Land parcels were evaluated for drainage and environmental impacts associated with the proposed rail and roadway alternatives. Primera developed and analyzed two roadway alternatives and three railroad alternatives, which were documented in a technical memorandum with supporting exhibits. Each alternative included a conceptual cost estimate and outlined key considerations and coordination needs for subsequent planning and design phases.
