Primera’s utility client was informed of outstanding permit fees which included OUC annual membership, railroad services, and City Utility Alert Network. As a result of fees assessed, there was additional action taken by the City regarding the suspension of and delays in permit issuance, which in turn impacted the delivery and execution of work by the client and the City.
Primera kicked off an initiative to assess the overall permitting process for the City and performed a deep dive of the process in obtaining, updating and closing out permits. The goal was to validate the utility client’s process and incorporate recommended improvements to better the permitting process for the client and work toward an improved relationship with the City.
Additionally, in subsequent phases of the project, Primera was asked to execute on the proposed process improvements and in additional work with the business units to integrate the permitting system with that of the City’s.
